CLAPA Annual Meeting August 17, 2019, 9:30 a.m.

Welcome from president, Jim Grier.
Treasurer’s report from Karin Goldstein: 2019 income $24,206.38; expect another $1500 from NH. Expenses so far this year $6500.50; expect to spend another $350 for VLAP testing.
Weed report from Jim: Lake reconnaissance shows almost nothing. Five-hour dive found one fragment. This week, two plants were found by NHDES in the Woodbound Cove; divers will pull them. Lily pad levels are down, but seem to be recovering. Excess phosphorus in lake and warmer weather promote algae growth. Fishermen report same population levels as in previous years. Second chemical treatment planned for this year postponed indefinitely as it is not needed. ProcellaCOR treatment prevents regrowth much more effectively that previous chemical treatment. Cheaper previous treatment was not as effective and required regular diving as well. Regular diving is no longer necessary. If members see milfoil, they should drop a marker and notify Gus by email [email protected].
Members can also direct reports, questions, requests for email verification, etc., to [email protected].
VLAP testing report from Frank: Three water tests in 2018. All good results. pH is somewhat high, but this is typical of NH lakes. Two tests in 2019. July results good, similar to last year. Phosphorus somewhat high in two coves, but this is not different from usual. August test results not yet received. Filamentous algae present is not harmful. We have not seen blue-green algae. If members see it, they should report to CLAPA immediately, and CLAPA will report it to the state.
Discussion of tiered membership/contribution structure: $55 remains as voting member dues; any higher amount is an additional donation.
Motion to apply for state funding for next year. Seconded and approved unanimously. We will not ask the towns for financial support this year.
Proposed slate of officers presented by Karin and Frank: All positions to stay the same, with the exception of Sam Bouchie nominated as president, with Sam and Gus to act as co-presidents for the first year. Joan Lathrop proposed as new board member. Moved and seconded, approved unanimously.

Frank: Water level usually lowered in November. We asked Jaffrey DPW for an earlier date. This year it will be done on October 25.
Gus: Motion to lower or not require a quorum for decisions. Moved and seconded. Discussion. Motion not approved.
