CLAPA Annual Meeting August 14, 2021, 9:14 a.m. at the Woodbound Inn Playbarn

Introduction of board members.
Water Quality: Sara Steiner, VLAP (Voluntary Lake Assessment Program) coordinator, NHDES, made a presentation regarding background and results for NH Lakes and our lake specifically. Our overall report card was positive, with just pH below normal quality standards. A decrease in lake clarity was noted but not surprising due to the influx of tannins with the recent heavy rains and flooding. Sara also reviewed the types of invasive aquatic species being seen in NH using information provided by Amy Smagula, NHDES.
Weed control: The NHDES has surveyed Contoocook Lake on two separate occasions this summer. On May 20, Walter Henderson from NHDES identified a few milfoil plants near Blueberry Island as you enter the main body of the lake from County Road. CLAPA had previously contracted with Aqualogic Inc. to extract identified milfoil plants for 2021. The latter’s dash dive team arrived on Monday, June 7th and extracted a total of 15 gallons both at the Blueberry Island site and also at the Woodbound Cove.
On July 7, NHDES again surveyed our lake and identified additional milfoil growth at the Woodbound Cove and the entrance to Contoocook Lake. A total of 7.5 gallons of milfoil were subsequently extracted by the Aqualogic team on Wednesday, July 21st. YTD, a total of 22.5 gallons of milfoil were extracted at a cost of $2,500.00. Another Aqualogic dive is scheduled for September once the water clears.
For 2021, we also previously proposed to chemically treat the Woodbound Cove and adjacent areas north to the Jaffrey beach with ProcellaCor. The latter service was to be provided by Solitude Lake Management, but based on the findings of minimal milfoil within Contoocook Lake by the NHDES, we cancelled our plan to chemically treat Contoocook Lake in 2021. Our only expenditure for the latter was $1,395.00 for permitting.
Donations: Two donations were made this year as part of CLAPA’s commitment to promoting member education and lake quality. A donation of $250 was made to the Loon Preservation Committee and a donation of $200 was made to NH Lakes.
Boating Issues: We have 4 loons on the lake this summer and some members noted that they have seen a boat chasing loons and herons on the water. The Marine Patrol should be notified if this happens. Frank will send an email regarding contact information. The Loon Preservation Committee recommends that people should stay 50 to 100 feet away from the loons when in the water.
Financials: As of August 10, 2021 our financial balance sheet has a total equity value of $127,687.65. Funds include $118, 984.37 in our Edward Jones investment account and $8,703.28 in our TD Bank checking account. Total net income YTD for 2021 is $13,962.60 after expenses of $6,698.49. Copies of our Balance Sheet and Income Statement are available to members by emailing a request to [email protected].
Outreach: Prior to the annual meeting, we had 115 active CLAPA members. Per our by-laws, an active member is an individual or association, who has paid their annual membership dues. Due to our strong financial position, for the upcoming 2022 year, we will be dropping the tiered annual donations from our membership dues. An individual member or association in 2022 will only be required to pay membership dues of $55.00. Thanks and recognition was given to 21 members who contributed over $200.00 each for membership dues/tiered donations during 2021.
Lake Water Levels and Lowering: Jaffrey DPW lowers the water level in the lake each fall. This year lowering will begin Friday, October 22nd. Members are encouraged to clean up their beachfront while water level is low. With this year’s excessive rain fall and beach erosion, hopefully we will have sufficient time to clean up our water fronts. Please be sure to follow NHDES wetlands guidelines for beach replenishment. Also, some concerns were raised regarding Red Dam, which controls water flow out of Contoocook Lake. The dam was inspected by Jim Webber, State Engineer, on July 20th, and it was confirmed that recent storms did not damage or degrade Red Dam, and it is functioning as designed.
NHDES: NHDES has started a voluntary dock registration program. A Fact Sheet detailing this program will be sent out as an eblast with DES contact information for further details.
Fundraiser: Our fundraising activity will now be headed up by Wendy Bruneau. Members can go to the website for the form to order apparel.
Next year’s annual meeting: This is slated to be at the Playbarn again on the 13th of August 2022. A change of schedule was proposed and approved by the members with a meeting at 4pm and a social scheduled from 6-8pm with appetizers and cash bar.
